Sorry I was not clear in my prior answer. ICM is as the name suggests a manager of internet communication to and from the SAP system in which it is running. It support protocols such as http, https, and smtp. It provides the same function that the dispatcher and work processes provide for SAPGUI or RFC connectivity. Additionally the ICM provides load balancing capabilities over it's threads. It is administered via transaction SMICM. A browser or application usually calls a predefined service via the ICM. The services are all defined in transaction SICF (ICF = Internet communication framework).
I believe this is all in the help link I sent you previously so you might want to revisit it.
Who uses the ICM?... any program, application or browser connecting to a SAP System via http, https, or smtp uses the ICM to manage the back and forth communications. A system administrator would be responsible for the administration of the ICM (like they administer work processes etc). Developers may create ICF services but typically do not use transaction SMICM unless they know something about ICM management.

I assume you are talking about the Internet Communication Manager. This is the dispatcher, messenger and thread handler for HTTP, HTTPs, SMTP, etc protocols within the application server of SAP NetWeaver. It replaces the old ITS that provided HTTP/HTTPs handling in the past. It also adds new functionality that were not possible through ITS like support for web service calls, BSPs, SMTP mail, etc
This provides services for both the ABAP and JAVA runtimes and should be configured for the required needs. You can find all the configuration needs on help.sap.com -->
