what is Transaction ZMSE used for ?

I don't think this got to do with Netweaver AS, in general.

there is no transaction code starting with 'Z'. to get the complete list of all transaction codes, use this link : http://www.saptransactioncodes.com/
As it starts with a Z, it is a transaction which has been written by someone at your client. So no one here will know.
