Our SAP business analyst has requested that we modify the system to allow our SD users to maintain commodity code data directly in the production system. Has anyone else done this? They do not want to have the users working in development to do customizing for the commodity code data.

You can use transactin VIU4. Here just enter the country, source file - where you have stored the text file eg.: -
.txt, source drive : C:\, the initial item goods no and the final item goods not would be the starting and ending nos of the commodity code eg.: if the commodity code is a 10 digit code then the initial item goods no. would be 1 and the final item goods no. would be 10. initial item goods text would start with 11 and end with 99.
Just execute this transaction and insert the records in the table. For further details refer SAP note no.: 1034696.

It shouldn't be a problem as long as the users maintain it correctly since the access to production system would be restricted as per SOX controls( varies from company to company). If they do a mistake the production client needs to be opened again. Advisable to do and test it once in development instead of doing it directly in production. If any urgent business req, can be done directly in production.
