Hi,
In short, at runtime XI does not fetches the configuration data from Integration Directory.
All the details required for steps in pipeline services like recvr determination, interface determination (includes maping as well) , rcvr agreement etc are cached in XI.
As soon as we make any changes in ID, cache gets updated and at runtiem XI uses this data to process the messages.

SXI_CACHE contains the latest status of the Configuration Objects. Example when Configuration objects gets activated...the CACHE get refreshed...
Also its very important to note here about Integration Process(IP) created in IR and activated first time..its do not create any version SXI_CACHE.
Because for first time when BPM is created and Imported in ID, and the moment you activate it..first version get created in SXI_Cache.
And later if you do any change in IP in IR and activate then CACHE get refreshed. If SXI cache is not completley refereshed or had RED status...you schenario will throw an Error...SXI_CACHE is not Refreshed.
