Threshold & user count limits are assigned during creation of a group.
Threshold is the max limit set for that application server in that group.
If you set 10ms for response time in server-1 and if there a new user logging in, SAP should be check if avg response time in server-1 is < 10 ms.. if it is more it should send it to another server.
Whereas dialog steps is only an information it is providing saying that, at a particular how many dialog steps are being executed by the users who are assigned to a particular application server..
Honestly speaking SMLG is not an effective load balancing mechanism from ABAP stack..
SMLG is most used duing outage where all users of one appl server can be pused to another server, which is transparent to users..
