Let me answer your questions serially,
1. In order to explain picking in layman's concept. You have the material stored either in wharehouse storage bin or plant's storage location, after production. Whenever you want to move the material out of your plant and send it to customer you need to first pick it. This is the first step in delivery process (after creating the delivery).
2. When you want to deliver goods from wharehouse then you have to create delivery, save it and then go for transaction LT03.
When you want to deliver goods from plant then, create a delivery, click the Picking tab (next to item overview) and enter the picking quantity.
3. The problem might be the delivery item category. Goto OVLP tcode and enter the item category which exists in your delivery. The field Relevant for picking should be checked, if not it will not allow for delivery.
5. Tcode OVLP, item category details, you have a field called Relevant for picking. This field is the major factor where picking is dependent. Apart from that picking location which is determined from shipping point + Storage condition(from material master record) is also factor depend on picking.
6. In SPRO IMG- under Logistics execution>Shipping>Picking you can maintain various customizing setting for picking like picking requirement, picking location determination, number range for pick order (WM) etc.
7. When the material is saved with wharehouse management details(in material master record) which means the material is stored in wharehouse, then after saving delivery, Transfer order needs to be created (LT03) and then it needs to be confirmed and then go to delivery and do goods issue. Shipping point is the place from where the material is shipped, this is determined by shipping condition + plant +loading group.
