A high level design is not as detailed as a FS. A HLD is between Business Blueprint and FS. It is also called as Solution Level Design (SLD).
A HLD focusses on how the project should be enabled, its implications on the other processes etc. It doesnt focus on the database tables and fields level, whereas a FS will specify the tables, fields etc too.
