how can I translate OTR-texts in a WebDynpro? Is there a special transaction?

Hi Alfons,
OTR text is used for Localization. You define language & Text and generate an alias for that text object. Now you map to that object in WDP component rather than putting Hardcoded Text. Now Translation team will take care about all of those translation in different system. So there is no way to translate the text by yourself.
If you want to translate any text for your requirement offline, you can use Google Language Translator.
