where to design above layout? how to make a layout a default?

As you are asking that where we design the layout what we get in VA05 --> Setting --> Choose, layouts.
First of all this should be clear that this layout is different than the layout we are supposed to use and sketch the desired layout by our client of in a report while giving to ABAPer.
Here layout is nothing but different available variants to get a report.
In reports we are working, usually we define theses layout as it is the term used by our technical partner. And this way we give more than one option to filter or get more appropriate report to our users.
To make it as default we go to [SE16N] then put the table and execute then go to layout. The default value will be controlled from there.
