Hi,
Did any one configre CTS+ configuration.

so confused . Please explain to me
we have three system landscape ABAP TMS is configured .

Hi Ben,
I configured one domain controller for the three systems. It does not matter which sysem you choose for the domain controller at the end, but it was easier to have all three systems linked to one domain controller.
Let assume that you have all systems already on XI 7.0 SPS12.
Go to the standard Online Help of how to setup your ABAP TMS part for your systems:

Please also check out SAP Note 1076189 "Missing service DeployProxy on javastack", which might be necessary to apply in your XI 7.0 SPS12 environment before.
Afterwards you have to configure the JAVA - XI part as mentioned in the How-To-Guide accordingly, meaning you have to set specific TMS parameters and store the DIR/REP XI User in the TMS environment for the XI Use Case.
Now you should be able to insert the REP and DIR TPS Files into ABAP transport requests and export and import the requests between your systems.
Please let me know which detailed part is not working for you, so that the answer can be more specific from my side as well.
