In Solution Manager 4.0 java engine we cannot connect to the configtool.
It gives error message....
"Error ocurred while workingwith configuration (scanning).
Msg:Error while connecting to DB."
However we CAN connect OK to the Visual Administrator!
Anyone of you smart boys and girls come across this before ?

Did you check following

Change your user password to correct password in secstore of config tool. Make sure to change the correct user.
Kind Regards,
Issue with your schema ID and password.
Please update the right password in the configuration
