Hello Hari,
well ICM can be used in all scenarios you want to calculate commission for a companies sales force. It is mainly variable compensation, but also guarantees, flat rates is know. It has a very powerful feature that is called target agreement where you can visualize the performance achievement and the monetary output for a single commission contract partner (dealer, agent or however you want to name it).
Let me know if you still need info's in detail. You can also use the link http://help.sap.com/ navigate to SAP Solutions -> SAP for Industries search for an Industry like Telecommunication, click on English or German for Release 4.72 and than use the link for Commission Management.
