Hi Martin,
When you register to SDN using your Partner status and using your Service Marketplace ID, you should have proper access to all Customer and Partner documents.
You can do see details of that registration by using this url:

Since you already have a "Public" user id, I suggest also writing to sdn@sap.com (SDN support) and advising that you would like to consolidate your old user account and delete. That way you can maintain your points and not have the overhead of two account numbers.

I've got the same error (permission). Have you downloaded those cookbooks somehow? Anybody here could you share those documents?
