Hi,
I created a new learning map in solution manager using solar_learning_map, when I attempted to display the learning map in the web browser i received the following error.
<i><URL> call was terminated because the corresponding service is not available.
The termination occurred in system ISD with error code 403 and for the reason Forbidden.
The selected virtual host was 0 .</i>
If anyone else has experienced this error before can you please give me some guidance on resolving this issue.

I created the solution manager user for the learning map service and assigned this user to the external aliases as directed. However I receive the following error:

The Note exists in service marketplace. (Topic is Inactive services in the Internet Comm Framework).Here is the solution as per the Note.

Using Support Package SAPKB62006, the following problems were solved in connection with inactive services:
The "RAISE_EXCEPTION" ABAP runtime error no longer occurs for an inactive host.
The error text "Forbidden" was replaced with "Service is not active" for an inactive service.

Hi,
Thanks for your feedback, i have activated the necessary service, however when I repeat the steps to display the learning map in a web browser I get a login prompt for SAP web application server. I also receive a message <i>'no default user assigned to service learning map'</i> at the bottom of the screen. Is the login for web application server an actual windows account on the physical server where Solution Manager is installed?
If you click on the message 'no default user assigned to service learning map' you receive instructions to resolve this issue, some of the steps state
<i>" 10. For user, specify "SOLARSERVICE", which is the user for http access that you have already created.
11. Enter a password.
The password must be the same as for the user for http access."</i>, do you have any knowledge around the SOLARSERVICE account, or how to determine/set up the password for http access

In general, please perform all steps in IMG - Basic Settings.
Arkadiy already posted the exact path in IMG, which varies depending on the ST 400 Support Package Level.
Specific to resolve the logon screen:
TX SPRO -> Advanced Configuration -> Basic Settings -> Standard Configuration of Basic Settings -> Solution Manager -> HTTP Services
Activate Solution Manager Services (done by you)
Create Alias for Business Server Pages (needs to be done)
Create Alias for Document Management Service (relevant for E-Learning.

you must create user for public login to the web application server and assign him to service learning map.
1. Create a user in the User Maintenance (transaction SU01) in your production client, for example "CONTENTSERV" or "SOLARSERVICE".
2. In the Logon Data tab, choose User Type 'Service', and enter a password. Do not change this password.
3. Copy the role SAP_SOL_LEARNING_MAP_DIS and assign the copy to the user.
Check that the profile has already been generated for this role.
Then you must create aliases and assign user, you can do this by the next way: TX SPRO -> SAP Solution Manager -> Advanced Configuration -> Basic Settings -> SAP Solution Manager System -> HTTP Services -> Create Alias for Business Server Pages and Create Alias for Document Management Service both.
I recommend you to do all nessesary configuration step in the TX SPRO -> Initial Configuration and Basic Settings -> Advanced Configuration

Hi Gary,
first you must activate service "/sap/bc/bsp/sap/learning_map"
for Learning Map. But I recomending you check that all needed services for properly work functionality "Solution Manager" (project implementation as example) was activated.
You can do this by next way: TX SPRO -> Advanced Configuration -> Basic Settings -> SAP Solution Manager System -> HTTP Services -> Activate Solution Manager Services. And please see IMG activity documentation for this action.
