One of our client wants to transfer the SAP license from US to Asia and wants to know the cost impact on SAP and Oracle licenses. I would appreciate your help if any one knows whether SAP charges License transfer fees across the region.

You should call your SAP sales responsible.
Contract fees are based on negotiations between SAP and the customers so they are pretty individual.
