Did the installation ran without errors?

Is IIS started?
> no >> check the events and IIS logs
Is the wgate as a filter loaded (green or red dot)
> no >> check the events and IIS logs

Is the wgate as a extension loaded, does it respond, what?
Is the wgate still allowed as a service extension?
Does the IIS respond, what?
From your saying I read that the ITS was once working so the settings, user credentials, etc for the IIS should be correct.
There is no such thing as clearing/killing the registry <its dir>/config/*.XML, on install it is valid and should be left there. Did you make changes to the elder installation or to the reinstalled one in the XML files? If yes then check if you did not forget a closing tag or dropped a registry file.
