Release of Purchase Requisition tied to Project Approval

Is there a way to set a purchase requisition to <u><b>not</b></u> be able to be released until the associated project has received its approval?

We are trying to keep our users from purchasing items until the money is approved through Project Systems. I don't know if this is possible, but I wanted to throw it out there and see.
