ICU Version : Library Not Loaded after kernel upgrade

HI all

i am starting new post also (excuse pl)

kernel 640

solarix5.9 64bit

oracle9i

4.7 R/3

i have upgrade patch from 87 to 126

but when i saw trans sm51 and release info -patch upgraded no error in sm21 but

in patch 87 it was showing ICU Version : 2.6.1 unicode Version 4.0

but in patch 126 it shows ICU Version : Library not Loaded

can any give me the solution

when i run isainfo -v at os level it gives me

64bit sparcv9 applications

moreover last time my previous basis person download non unicode kernel patch

how can i find out
