SUBMIT authorization WF_DEVLP required for program RSWWDHEX

Hello,

There are two job which get cancelled:

Job log says:

Job started

Step 001 started (program RSWWDHEX, variant &0000000000000, user ID WF-BATCH)

SUBMIT authorization WF_DEVLP required for program RSWWDHEX

Job cancelled

But user WF-BATCH has sap_all , sap_new .

I can see that sap_all profiile has C_PROGRAM object with values *.

Is this authorization related or somethings else.
