Where is the HTML source code located which is used by webgui and/or used to produce the toolbar in MSS->HR Reports?

MSS - what is that? A transaction? The code for creating the HTML for a toolbar is
located in one of the templates gui_toolbarctrl or gui_toolbar, depending on the
ABAP code.

MSS stands for manager self service. It is something a management would have access to in the the EP7.0 portal.
The problem we are having is that for some of the HR reports that we call from the EP7.0 portal, if there is no data to be displayed a browser window opens and closes with no meaningful message. For some of the reports the browser window stays open and there is a message -> "No entry found for your selection".
Any ideas where all this is happening so we can have a message pop up for all reports if there is no data to be displayed?
