TDMS - System Shell creation

The TDMS 2006 master guide specifies the scenario "system shell" where you can create an empty system from a copy of the production system with users, some client independent necessary data and the dictionary of your production system.

However, I don't find that package, even not, by setting PCL_EXPERT in my user parameters.

I'm aware of note 994106, which tells, that it's released for some OS/DB combination - but there's no statement of what is supported and how to activate it.

What's the procedure here? Or am I missing something?

My project hired an SAP consultant to assist us due to issues like this. He said that SAP has not yet released the System Shell scenario, even though it is mentioned in the Master Guide and would be extremely useful.
