TDMS 2006 - System shell creation

I apologize if that's not the correct forum, I didn't find one specific to TDMS.

The TDMS 2006 master guide specifies the scenario "system shell" where you can create an empty system from a copy of the production system with users, some client independent necessary data and the dictionary of your production system.

However, I don't find that package, even not, by setting PCL_EXPERT in my user environment.

I'm aware of note 994106, which tells, that it's released for some OS/DB combination - but there's no statement of what is support and how to activate it.

What's the procedure here? Or am I missing something?
