I'm not quite sure I understand what you mean....

What are you referring to exactly? Client as "client in a SAP system" or client as a "SAPGUI Installation on PC"?

mean SAP GUI instaletion on PC

You can install an "installation server" for your SAPGUIs. The documentation to do so comes with the SAPGUI CD (folder DOC).

There's no "transaction" for doing so since that is separate from the SAP system. You can install SAPGUIs without having a SAP system in place.
