Simplest defination is :
PCK -> Is used to Integrate Partner that don't use SAP XI or any other integration solution.
It communicate with IS using XI adpater.
If you look at the architecture of PCK. it only contains adapter engine. Basic functionality of adapter is to convert messages. So most of the processing is done in IS.

The Adapters in the Adapter frame work are used to send/receive the messages to the Application/Technical Systems.
The Mapping to be done between the source and target message type is determined in the PCK.
The messages are process in the Integeration Engine.
The Sender and Receiver are determined by the configuration steps in the PCK.

2. Monitoring is available to enable you to monitor and track messages that flow through the PCK, and to monitor the adapters.
3. Information on adapter development is available for partners.
4. Graphical mapping editor to perform mapping between source and target structures

Partner Connectivity Kit
The PCK (Partner Connectivity Kit) is a solution provided by SAP for companies who wants to communicate with another company that have SAP XI but dont want to install their own SAP XI, basically its an installation of an small SAP XI system with most of the functionality disabled and it is used as an endpoint for message transfer between the organization with XI and the partner company.
