What is the difference of functionality of SE09 and SE10 Tcodes. When to use which one.

HI there is no much difference both serve same purpose
SE09 is the transaction code for workbench organiser.Workbench organiser is the set of utilities for development change management.All Development changes are tracked via Workbench organiser.
SE10 is for Customosing organiser.Customising organiser is the set of tools for customising change management.All customizing changes are tracked via customising organiser.
SE09 transaction is for workbench transport request wherein the developers can track their changes or modifications to the workbench objects .
Whereas SE10 is a customising transport request transaction.this is used for displaying customising requests. Sometimes this may be restricted to business analysts.

There is no difference between SE09 and SE10. You can perform the same operations in both SE09 and SE10.
SE01 has more options that SE09 and SE10.

You can use SE09/SE10 as both workbench and customizing organizer. You can try this in your server. You should be able to use SE09 and SE10 for both the options.
You may ask why there are 2 transactions with the same functionality. They are there for backward compatibility reasons.
