Country version Vietnam not supported by SAP -What that means??

I want to take an advance tax report. SAP gereric report progran rfumsV00 is available. Can I use this for Vietnam?Will i get the currency for Vietnam?If yes then what this means that SAP is saying they dont support Vietnam?

RFUMSV00 is normally used for VAT. The report is excellently planned, but unfortunately the customer have their own perception for report, so normally it always may not meet the requirement of the customer & we will have to get a 'Z' report developed for the Customer, as per their requirement.

for Vietnam SAP does not offer a country version with Vietnam specific functions - see note.

So RFUMSV00 is not localized to cover Vietnam specific requirements.
