Value wise spare Issue

Dear All

I have to make a development in R/3 for keeping a check in the System so that no Spares are issued above the given. This Check should be Triggered in the Delivery Doc(YSRF) while Saving ,sysytem should check whether the Service partner is left with the Limit given to him If yes than it should allow to save otherwise it should not.

Kindly let me known how to configure this and where should i write this Program if reqired pls let me Known Step by step

You require to explain this logic to Abaper & show him the Process. While showing the process Identify the relevant Tables & Fields & then mention the details of Tables & fields & the relevant table joints. Also make a note of the logic.
