Basic answer.

A Text Block is for a static piece of text that is stored and linked in the database.

A Copy Block can be set up to reference attributes/fields and is dynamic in that it updates based on the attribute/field values.

Not sure if Copy Blocks are fully supported by SAP yet or not.
