Accept changes button not appearing

Dear All,

We have noticed that if a requisitioner's Substitute (passive & active) tries to action a partially approved shopping cart on behave of the requisitioner, the ACCEPT CHANGES button does not appear in the approval work item.

How can we get the requisitioner substitute accept a partially appoved shopping cart?

Seems to be a bug in the system.
