I cannot find any documentation on what the avaialable configuration file settings are for Nco 2.0. Is it safe to assume that only available settings are the members of the Config class?

Exactly. All members and nested classes of Config class directly mapps to entries in Config file. The mapping scheme should become clear from the sample in the documentation of Config class ( ms-help://MS.VSCC.2003/SAP.NCO/NCOV2Docu/reference/SAP.Connector.Config.html ).
