Go to Item category and select item category check on order quantity =1

You can probably do that using the User-Exit for Sales order : Prog MV45AFZZ.

HI,

go to tansaction code VOV7 ANSD SELECT your item category you can find a filed called order quantity =1

this will reslove your problem
