VA02 Item Layout Configure failure

While in VA02 I wish to change the order of the columns. Having done that I hit the Configure button, create, and save a new variant. When returning to the screen, the layout is completely messed up. If I select the configure button and select either Basic_Setting or my new one, it fixes it. This is happening for most if not all users. We are on

The user's variant trumps the system variant. If you do not want the users changing/creating their own variants, restrict their ability by means of authorizations.

The problem is, when the user closes the order screen and goes back in, the screen is neither in the standard layout or the user layout. Nothing is in the right place.
