NWA Template Installer for DI

I am trying to run the template installer for DI. I get to step 17 and get the following error:

Element 'SAPConfigLib.GDI.Unclassified.pingSld':Error during executing Java Reflection:CIM_ERR_FAILED: User credentials are invalid or user is denied access

I have set all authorizations and settings in VA for CIM Generation, etc. Can't find this error anywhere. Any answers would be great!! Points will be awarded!!!
