What do you mean by user specific parameters?

user specific parameters are the ones which can be configured to or by an individual user. It can range from how the GUI has to be to how should the digits be presented in SAP , what should be the default printer for SAP in case the desktop has got multiple printers installed in it etc. The user can maintain his address here. The user can maintain the default language for the user id, the format in which the date shoudl be presented in GUI, how should print outputs be handled, what timezone should his user id follow etc.
Using the user specific parameter, the basis team can create various parameter IDs and can enable certain features to a particular user id. For example a parameter ID can be created for debugging, and the ID can be included in a user id and only such user ids can debug programs, others cant. Even if others debug, the breakpoint wont work.
User specific parameters can be set in teh tcode SU3
