Has anybody got a hint for me what the problem is and how to resolve it?
Thank you very much in advance!

Hi, I had the same problem, reinstalling the OS will surely fix it, but I do not have the time... therefore I fixed the issue at the source as follows:
1. Click Start > Control Panel > Network Connections, and for
any wired network adapters that are Disabled:
2. Right-click on My Computer, and click Manage to start Device
Manager
3. Disable wired Network Adapters that are disabled in Network
Connections
4. Run IPCONFIG as desired
5. Re-Enable wired network adapters in Device Manager
You need to find which network adapter is causing the issues, preventing IPCONFIG to work accordingly. Mine was the Intel Mobile Connection. I disabled and re-enabled the wireless one (which I used to connect to the network) and that solved it.
You can find a full details problem/solution on this forum
http://forums.speedguide.net/showthread.php?t=217829
it's a work around to perform the install.
Hopefully you will find this answer satisfying ... eventhough you have solved your issue with a re-install. If it does, please consider awarding some points... Thanks heap!
Some usefull keywords from the umconfig.log file for the next sdn looking for answers:
Exception : CreateProcess: cat MAC_ADDRESS error=2
