Hi,
I think NWMADMIN.sca is not deployed, Download the NWMADMIN.sca from SMP and deploy it using SDM.
I think you are using NetWeaver04 if yes then you need to deploy two sca's
1.LMTOOLS.sca
2. NWMAdmin.sca
and if you are using NetWeaver04 then you need to deploy only NWMADMIN.sca
both you can download from the following location-:
SMP-> Support Packages and Patches" SAP NetWeaver" SAP NETWEAVER" SAP NETWEAVER 04" Entry by Component
SDM you can start from the following path:
J2ee-engine installation dir\usr\sap\instancename\serverinstance\SDM\remotgui.bat.
select both sca's and deploy.

You can find LMTools in
-> SAP Support Packages> Entry by Application Group> SAP NetWeaver> SAP NETWEAVER> SAP NETWEAVER 04>Entry by Component> MI Client> SAP MI CLIENT 2.5> #OS independent--> LMTools.sca
You can deploy this by
Start SDM(Remotgui.bat)
you can find this under your j2eee installation directory(like - C:) -\usr\sap\instance name
\server name \SDM\program\Remotgui.bat.
login with sdm password. select tab deployment add this Lmtools.sca for deplyoment, choose next and finish the process.
after doing it restart the J2eeEngine.
You can find NWMAdmin.sca in
click on Support Patches -> Entry by application group -> SAP NetWeaver -> SAP NETWEAVER -> SAP Netweaver 04 -> Entry by Component -> MI Client -> Mi Client 2.5 -> OS independant -->NWMADMIN.sca
This SCA file needs to be deployed on J2EE server using SDM tool.

From your earlier replies looks like you have already installed NW04 SP18 Java stack.
If so then you already have LMTOOLS and NWMADMIN in the Java stack as both are part of the default core installation.
However some bugs in NWMADMIN SP18 were resolved and are a part of
NWMADMIN18P_3-10002889.sca available at
-> SAP Support Packages
> Entry by Application Group
> SAP NetWeaver
> SAP NETWEAVER
> SAP NETWEAVER 04
> Entry by Component
> MI Client
> SAP MI CLIENT 2.5
> #OS independent
Please deploy this on your Java stack using SDM as suggested above by Lakshmi Holla above.
Please check if there are any warnings during deployment.
If deployment goes well without any warning messages then you will no longer get
"Cannot start Plugin" message.
Now to make use of the Functionality of Netweaver mobile Administrator please configure it (as per links suggested in the above replies)

If you have a username/access you can start SAP NetWeaver Administrator and then select the Mobile Infrastructre in Administration.

Try this out,
1. Start the NWA using the following URL: http://<host>:<port>/nwa, where <host> and <port> are the values for CENs J2EE Engine.
2. Log on as a J2EE Engine administrator.
if it still gives you a problem look at this thread which will give you a good idea about the NWA and how to install and log in.

You can start NetWeaver mobile administrator using URL. http://serverhostname:Httpprotnumber/nwa
To run NWA you need to deploy NWMADMIN.sca on your J2ee-engine(WAS-Java).

If i am not wrong, after you logon to SAP Netweaver Administrator you are not able to find Adminstrator tab???
