could anyone explain me the steps involved in upgrading the oracle from 9.2.0.6 to 9.2.0.8.

I have already downloaded the oracle patches of 9.2.0.8 as per note 539921 and 938986. and I read the README.Html file also. Our System is HP-UX Itanium Server 11.23
1. What should be the OS Patch level should be before applying the Oracle patchset?
2. How do i refer to the latest patch level and verify the updated patch level?
3. Is there any document other than the README file is available for guidance?
4. Whether using OUI is ok if i insisted to at CUI then what are the steps and procedure.
5. What is the usual upgradtin procedure whether to iNteractive ot Non interactive as given in the README file

This is a generic note and applies to all components.
To get a list of patches you need to apply AFTER 9.2.0.8 check

that's quite easy...
-> get the corresponding oracle patchset (9.2.0.8) from sapnet -> patches -> database patches -> oracle -> ...
-> follow the readme file (depending on your operating system!)
-> stop all oracle services (incl. listener)
-> start (for example on windows) setup.exe which can be found under \orapatch\Disk1
-> check the values and start the update
-> apply opatch-patches
-> after successfully finishing the services need to be started
