Tax depends on the material and ship to party, but when it come to payment payer has to do the payemnt if the sold to and payer are different... otherwise sold to has bear the taxes...
Normally the invoice raised on whom is responsible for the payment of Tax so Payer has to bear Tax but calcultion of tax is based on movemkent of material.
