If you have a single code page 1100 and if you are using only English, then Unicode conversion is not mandatory. The question is if you are using1100 and you also use English and French, does Unicode conversion become mandatory? Please do provide details supporting your answer.

As per http://service.sap.com/unicode@sap -> Unicode FAQ,
"If you upgrade Single Code Page systems to ERP 2005, Unicode is the way to
the future, but an immediate conversion is not yet mandatory."
I think, an immediate conversion would not be neccesary, but Non-Unicode would
be slowly discontinued in all SAP application as per the "Letter to the customers"
section on the same page.

The answer to your question is No mandatory.
You still can survive with Single Code page with English, German and French language because they are all SAP supported language in "single code page" 1100. Latin-1 Based....
The TCPDB table should have entry 1100, and your parameter zcsa/installed_languages = DEF or EF ...up to you.
But it is good to go for Unicode Conversion.
