In general No

N:1 without BPM is not possible

But there is a workaround

Hi Naresh,

Merging of two messages into one is not possible without BPM.

This requires stateful processing of message , where your first message is waiting for second message. When both arrive to XI BPM mergers in in transformation step using N:1 mapping.
