This user credential is used to access the ECC System, so it is for your ECC System and not your XI System.

Check which user you are using for RFC call to XI and check password also. this problem is happening because of incorrect password.

go to RFC destination.
and check the Login parameters for XI Server.

Check the RFC destination of type 3 you have used for the scenario in SM59.
The User Id,pwd combination you have provided there fails.
You need to unlock the user Id in XI system.
