Error during phase CHECKGROUP_END4 during solution manager upgrade

Hi, while upgrading solution mnager 3.2 to 4.0 i am getting issue when reach to this phase -

Error - 'General checks' status: failed

And the check.log file shows following things.. i checked all the settings and env settings even in registry though not able to solve the issue. Follow sap notes. the error log is as -

if they appear in a file "protect.lst" in the same directory

(each protected name in a separate line).

For security reasons, directory E:\usr\sap\SMP\SYS\exe\run

should be saved in a backup.

INFO> It is possible to upgrade the frontend software before

you start SAPup!

ERROR: The table TCPDB is empty. This would cause the upgrade

to stop in the EU_IMPORT phases. Please consult note

15023 for further information on how to insert the

correct codepage entries in table TCPDB.

Brttols also giving error as its not connecting to database SMP.

1. Upgrade Brtools to latest version

2. Check environment variable.
