Hi!
How i can install Best Practice Scenarious to Solution Manager 4.0 (there is only for "Water Utility")?
Where i can find installation documentation?

there is a site in SAP Service Marketplace: Go to alias /solutionmanager and then choose Downloads -> SAP Best Practises. There you should find all information you need.
