After client copy from production to development system(profile sap_all to a new client on development system) shoud I define a new logical system (with same name as on production)?

Hi,

You are doing Remote client copy from production to development system with SAP_ALL profile. There is no need of changing the logical system name for DEV client because you are coping All Client-Specific Data. But Logical system is cross-client data. So there is no change in DEV system when you do Remote client copy from Any client.

Hi,

Logical name is another way to identify ur client in the landscape, so u need to change the Logical name in the development system
