Dear Gopala Rao,
There is much difference between 4.6c and 4.7e as far as working is condition only thing there is some new OSS notes added by SAP in 4.7e.
There is a very good Weblog from Thomas Jung called "ABAP 46C to 640 Delta Training" here in the SDN.
/people/thomas.jung3/blog/2005/05/15/abap-46c-to-640-delta-training
It contains a very good document with many hardcopies of the new features.
When your Enterprise 4.7 works on a WAS 620, not all features like ABAP Unit are available.
Also, check the below links:

Hi Gopala,
As like technologies evolve, versions will have with technologies. Every technology will have added advantages to its prior version and it will backward compatability too.
If Comapny thought for new business solutions will definitely go for higher versions ie they will upgrade from old version to latest versions in the market.
Sometimes, SAP will stop support to its versions then the company has to upgrade to new versions. There is no chance to the comapny to upgrade the version in this case.
Thanks,
Vinay
