Are you asking if once this has been developed by you or 3rd party, how to get an official SAP certification? or is this a questino on how to develop OCI functionality?
I am aware of an SAP Integration and Certification centers/prgrams that have a detailed procedure for applying for SAP approved certifications - you can contact them via icc-americas@sap.com or icc@sap.com.
