You are probably on NW04, are you? Newer releases have a selection menu and paginator buttons that appear when there is not enough room for showing all tabs.
Perhaps you can replace the tabstrip by some equivalent mechanism, e.g. a dropdown list for selecting a tab and on selection you either navigate to a different view or change the visibility of containers with the tab content.
