Change Maintenance Order from Notification - disabled functions

In IW22 (or 28), access a notification that has an order assigned and click the pencil icon to access the work order in change mode. Various menu functions are disabled (including Print, Network structure (graphic), etc.) and the Exit and Cancel buttons are dimmed, when compared to accessing the work order directly through IW32, where all functions are enabled.

Can someone explain the rationale behind this (i.e. system constraints, lock issues, etc.) and why specifically Network structure graphic is not available even though the relationships between operations can be changed through the General Operations Data screen?
