We have an EP7(JAVA only) running but on VA the "Jco RFC Provider "
has nothing there.
Do we have to create a bundle there? If yes, what would be the
program-ID?

JC0 rfc are needed if you want to configure SSO
by default Jco rfc will be blank
there is no naming convention for program-id but this should be unique and same name should be used while configing rfc from SM59 during sso

when we configure SSO with AS ABAP system then we need to connect AS ABAp to AS JAVA via sm59 and AS JAVA to AS ABAP via VM jco
in your case if you dont reqire SSO no need to configure any jco
