Cache Refresh required for each changes send to sap pi system.

In SAP PI systems ( Qa , pre prod and prod ) 7.31 SP 08 , whenever we are transporting the changes it is getting reflected in ESR and ID. But for end to end scenario the changes does not take effect. For almost all cases we need to do cache refresh and then the changes take effect. We are using automated transport tool with CTS method. There is no error in transports. We are already in touch with SAP , any opinion guys. Thanks in advance.

We have not seen any pattern , as mappings mostly we send ..... almost 80 % of the cases we need to have a cache refresh in case of changes.
